This Atlas does not tell anyone that Albania is or is not a suitable place to retire. That depends on health, income, family, language, and immigration and tax circumstances that vary by person and by country. Everything below is general information. Retirement involves legal, tax, immigration and medical decisions on which you should take professional advice.

Why people consider it

  • A cost base among the lowest in Europe, particularly for housing.
  • A Mediterranean climate on the coast and in the south.
  • Proximity to Italy and Greece, and direct flights to much of Europe.
  • Widespread Italian and, increasingly, English.
  • Property purchase is generally open to foreign nationals for built property.

What the constraints actually are

  • Healthcare. Public provision is limited and complex specialist care is often sought abroad or in Tirana's private clinics. This is the single most important factor for most retirees and is covered on the healthcare page.
  • Residence. There is no dedicated retirement visa category comparable to some other countries' schemes; residence is obtained on general grounds. Verify current routes.
  • Language. Outside Tirana and the tourist coast, day-to-day administration is in Albanian.
  • Bureaucracy. Processes are in person, in Albanian, and change.
  • Seasonality. Coastal towns empty out in winter, and services close with them.
  • Property title. Ownership records have a complicated post-1991 history — see the property page.

Questions to answer before deciding

  • What happens to my state pension and its uprating if I live outside my home country?
  • Where will I be tax resident, and is there a double-taxation treaty?
  • What is my plan for a serious medical event, and can I fund it?
  • Will my insurer cover me as a resident rather than a visitor?
  • Have I spent a winter there, not just a summer?
  • Do I have independent legal advice on any property I buy, from a lawyer I chose myself?

Where retirees tend to settle

Sarandë and the southern coast for climate and the Corfu link; Vlorë for a working city on the water; Durrës for proximity to Tirana and the airport; Tirana itself for healthcare and services; Korçë and Berat for cost and a slower pace.
