Choosing between them

Albania's advantage is cost, and it is a large advantage.

Portugal's advantages are healthcare, EU membership, an established framework for foreign retirees and a large existing community — and for most people considering a permanent move in later life, healthcare is the decisive factor.

This Atlas does not recommend either. Both countries' residency and tax rules change, and the right answer depends on health, income and family circumstances that require professional advice.
