Tirana is where the country's institutions, medicine and work are, and where most people relocating end up for practical reasons.
Durrës gives you the sea, cheaper housing, more Roman archaeology than anywhere else in Albania, and a commute that is real but manageable.
For a visitor, Tirana is a two-day city and Durrës is a beach with an amphitheatre in it. For a resident, the choice is services against sea.
