Choosing between them
Tirana is the practical base: the airport, the hospitals, the transport connections and the widest choice of everything.
Shkodër is the better city to walk around and much the better base for the north, and it is materially cheaper.
Two nights in Tirana and two in Shkodër is a better northern week than four in either.
