Greece is the safer choice if you want everything to work and you are prepared to pay for it, and its islands have no Albanian equivalent.
Albania is the better value and the more interesting trip if you are willing to hire a car and accept that some things will be improvised.
They combine well: the Sarandë–Corfu ferry takes half an hour, which makes a two-country trip genuinely easy.
