ALBtelecom traces its institutional origin to 5 December 1912, when the Provisional Government led by Ismail Qemali established the Ministry of Post Telegraph Telephones. At that stage the body existed only as a government office, with no separate corporate identity. The ministry was among the earliest administrative structures created by the new Albanian state.
By the late 1930s an automatic telephone exchange handling approximately 1,000 numbers had been installed, though progress was hindered by the difficulties of the period. World War II caused significant damage to the telephone network, and many lines were put out of service. Reconstruction began in 1945, with telephone lines rebuilt and Post and Telegraph offices reopened to their pre-war operational levels.
The General Directorate of Post and Telecommunications was established in August 1947, subordinate to the Ministry of World Affairs. One year earlier, in 1946, international telephone communication had been established via the Tirana–Peshkopi line, and inter-urban telephone service from public booths began for the first time during the same period.
In 1965, responding to growing demand, Post and Telecommunication offices were opened in all localities across the country, achieved through direct telephone interconnection of all district centres with Tirana. The early 1970s brought a further extension of the network into villages. Through the 1980s, investment increased in expanding exchange capacity in cities, strengthening the technical base, and installing numbering system equipment.
On 5 February 1992, Albanian Telecom was formally established as a separate enterprise, distinct from the government directorate that had previously managed telecommunications. Over the following years the company invested in network improvement and new services. In the early 1996s the public telephone service using prepaid cards was introduced, and in 1997 fibre optic cable was brought into service to carry international traffic.
On 12 February 1999 the company was formally renamed from 'Telekom Shqiptar' to Albtelecom, giving it the brand identity it carried into the privatisation era. A privatisation process had been under discussion since 2000, culminating in a transaction completed on 1 October 2007.
The Albanian government sold 76% of ALBtelecom's shares on 1 October 2007 to a consortium formed by two Turkish companies: Çalık Holding and Türk Telekom. Within that consortium, Çalık Holding held an 80% stake. The privatisation process had formally begun in 2000, making the eventual transaction the conclusion of a seven-year effort by the Albanian state to exit direct ownership of the fixed-line operator.
The sale transferred majority control of Albania's principal fixed-network telecommunications provider to private foreign investors, ending decades of state management that dated back to the 1912 ministry. The Albanian government retained a minority stake following the transaction.
ALBtelecom had earlier created Albanian Mobile Communications in May 1996, which later became known as One Albania. In March 2008 it established a second mobile telephony company, Eagle Mobile, which entered the Albanian market on 12 March 2008. Eagle Mobile acquired a 13% market share within its first year of operation and, according to the article, its arrival as a third operator contributed to a sharp decline in prices of over 40%. Coverage figures cited reach 98.5% of the country's population and 92.5% of the national territory.
A merging process between ALBtelecom and Eagle Mobile began in March 2011, although the two companies continued to function as separate entities during the transition. In February 2013, ALBtelecom formally took possession of Eagle Mobile, which was redesignated as a brand within ALBtelecom. The Electronic and Postal Communications Authority (EPCA–AKEP) issued a licence of transfer allowing ALBtelecom to offer fixed telephony, broadband internet, mobile telephony and mobile broadband under the Eagle Mobile trademark. The two companies were officially presented as a single entity on 3 April 2013. In 2017 the Eagle Mobile brand was retired and replaced with the ALBtelecom Mobile brand name.
In December 2021, Hungarian company 4iG Plc acquired an 80.27% stake in ALBtelecom from Çalık Holding. The financial terms of the transaction were not disclosed. Regulatory approval was anticipated in January 2022, and following that approval ownership was transferred to Antenna Hungária, a company connected to the 4iG group.
